Debashis Sen, Principal Secretary, Urban Development and in-charge of Smart Cities initiative in West Bengal, 

Debashis Sen joined the IAS in 1985.  He graduated from Presidency College, Kolkata and got his post-M.Sc. Diploma from Saha Institute of Nuclear Physics.  He got his Diploma in Public Administration from ENA, France. He has served in various capacities including District Magistrate for more than five years and Chief Electoral Officer for five years.  Mr. Sen is also trained in Public Finances (IMF Institution, Washington) and Negotiations (Harvard Business School, Boston). He is presently posted as Principal Secretary in Urban Development Department of the Govt of West Bengal.  He is also the Chairman of HIDCO which is a government company that is developing New Town, Kolkata..    He can be contacted at debashisen@gmail.com. 

Vijayakumar Kabbin, Wipro 



Brief Profile
Vijayakumar Kabbin is the General Manager for Industrial Automation and Internet of Things in Wipro Technologies. He is instrumental in driving several Internet of Things (IoT) solutions for Industrial and smart city customers. Kabbin took over as the head of Industrial Automation and Internet of Things in 2014. Previously he was handling Global delivery for Embedded Group. Embedded group accounts provides a vast portfolio of services spanning Automotive, Consumer Electronics, Mobile and Medical devices and Industrial Automation in a global delivery model.
Kabbin was also responsible for Embedded Software in his earlier role, wherein he created global delivery by integrating multiple embedded groups.
Prior to this role, Kabbin was Global delivery Head for Automotive and Peripherals business unit of Wipro Technologies. This business serves top Automotive OEMs and Tier 1s across the world and helped development of state of the art Infotainment systems.
Kabbin also led the creation of largest Japanese account for Wipro as strategic Account Manager worldwide, with global business and delivery across Peripherals, Mobile, Semiconductors and systems.
Kabbin is also a certified Six Sigma black belt and carries vast experience in application of Six Sigma and Lean methodologies for software in delivery.
Kabbin has an experience of over 25 years in the IT industry. He joined Wipro as a campus recruit in 1987 and has held various responsibilities in R&D, Engineering, customer support, sales, marketing and business management.
Kabbin holds a bachelor degree in Electronics and Communications Engineering and EGMP from Indian Institute of Management, Bangalore.

Prasant Misra, Robert Bosch Centre for Cyber Physical Systems 


 
Prasant is a senior MTS at the Robert Bosch Centre for Cyber Physical Systems (RBCCPS) in the Indian Institute of Science (IISc) Bangalore, India where his directive is "Research and Translation for Impact". He performs research in low-power sensing, signal processing, wireless communication, and energy-efficient computing with a focus on system design and implementation within the general framework of CPS and IoT for applications in: water, energy, healthcare, and underground mining.
Prasant has many years of experience in technology development; and has worked in different roles and capabilities for:Keane Inc. (a unit of NTT Data Corporation), India; CSIRO ICT Centre, AUS; Red Lotus Technologies, USA. His external engagements include visiting fellow/researcher/visitor at: TEC-TIK ETH Zurich, iMinds-IBCN Universiteit Gent, Belgium;NICTA, Sydney AUS; and TIFR, Mumbai India. He has worked on a diverse range of projects; the outcomes of which have either resulted in commercial products, or publications in premier sensornet forums such as ACM/IEEE IPSN and ACM TOSN. He has received many awards/honors in recognition of his work, of which it is noteworthy to mention the AusAIDAustralia Awards Leadership Program (2008), and the ERCIM Alain Bensoussan / Marie Curie Fellowship (2012). He has served on the organizing and technical committee of a number of international conferences/events. He is a senior member of IEEE, member of ACM, secretary of IEEE Computer Society (Bangalore Section), and an Associate Technical Editor of IEEE Communication Magazine.
Prasant completed his postdoctoral fellowship from SICS Swedish ICT research labs in Stockholm (2013). He received his Ph.D. from theUniversity of New South Wales(UNSW) Sydney AUS (2012) and B.E. (First class with Honors) from Sambalpur University India (2006), both in the field of computer science and engineering.

Balamuralidhar P, TCS 

Dr. Balamuralidhar P is a Principal Scientist and Head of  TCS Innovation Lab at Tata Consultancy Services Ltd (TCS), Bangalore. He has obtained Bachelor of Technology from Kerala University and Master of Technology (MTech) from IIT Kanpur. His PhD is from Aalborg University, Denmark in the area of Cognitive Wireless Networks.  Major areas of current research include different aspects of Cyber Physical Systems, Sensor Informatics & Internet of Things, Cognitive Computer Vision, Mobile Interactive Sensing and Model Driven Security.
Dr.Balamuralidhar has over 28 years of research and development experience in Systems for Signal Processing, Communications and Internet of Things. He has over 100 publications in various international journals and conferences and over 40 patent filings, out of which 15 have been granted.  He has co-authored several book chapters and was a guest editor of an International journal on ICT. He was part of  the winning team of  Tata Innovista awards, twice. He has delivered several invited talks, panel discussions and part of technical program committees of several leading conferences. He is also a senior member of IEEE.


Mukesh Taneja, Cisco

Mukesh Taneja works as a Principal Engineer with Cisco India.  He has been working in the areas of Internet of Things and Wireless Systems.  Mukesh has held technical leadership and senior individual contributor positions in different functional areas such as Standardization, Systems Engineering, Architecture, Software Engineering and Product Management during the past two decades.  He has authored around 40  patent applications and research papers.  Mukesh got his PhD from the University of California San Diego and has also completed an Executive General Management Program from IIM, Bangalore.

Dr. Bharat P. Dave is the Founder, Chairman, President, and CEO of Alphion Group of Companies. Dr. Dave is a recognized expert in optical network systems. Prior to founding Alphion in July 2000, Dr. Dave spent 15 years with BELL Labs where he led the Research and Development of Industry leading Transport, Switching, and  Optical Networking products. Over the past 15 years, he has grown Alphion to be a multi-national corporation and leader in Fiber-To-The-Premises Industry. He has received numerous awards and patents for his accomplishments in optical networking and fault tolerant computing. He holds a M.S. in Electrical Engineering from Virginia Tech and a Ph.D. in Electrical Engineering from Princeton University.

Mohit Misra, Infinera

Mohit Misra is senior director,  software development at Infinera India Bangalore. He is an industry veteran with over 20 years of experience in building software for carrier grade telecom products, tera-bit routers and next generation packet blades. He is an expert in GMPLS area and have several patents to his name in the area of networking, software and test methodologies. He is actively engaged in defining architecture for Infinera’s packet optical transport products.

Soven Kumar Dana, Infinera

Dr.  SOVEN K DANA is Director, HW Development at Infinera. Currently he is working on optical networking system development. He has experience of over 18 years in optical communication and database. Earlier, he has worked in Tejas Networks and Centre for Development of Telematics (C-DOT) focusing on optical networking technology.  He has several publications in reputed journals and conferences. He received PhD from Kyoto Institute of Technology, Japan.
 


Panel P3: Make in India: Leapfrogging to the Next Generation Telecom Technologies

Abstract: 
With 5G and NFV gaining momentum and the convergence of Telecom and Data Centers being warranted by Cloud Computing and IoT a new opportunity is emerging develop and deploy "Next Generation Products". Further, the Digital India and Make in India initiatives being driven by the Govt. Of India are providing the much needed impetus for the industry to seriously invest and leapfrog to developing next generation products. Given this background we would like to dwell over the following questions :
 - Why should we make in India?  What are the opportunities and key drivers ?
 - What do we need to do differently to enable make in India for Next Generation products?
 - What will mobilise and enable the ecosystem players to make this leap?

Goutam Audhya, Chief General Manager (East Zone), Bharat Broadband network Limited

Goutam K. Audhya received his Bachelor’s of engineering degree in Electronics and Telecommunication engineering from B. E. College, Shibpore under the University of Calcutta in 1978 and the M.Tech. degree in Microwave and Radar Engineering from IIT Kharagpur, India, in the year 1980. He joined Indian Telecommunication Services (ITS Batch’79), Govt. of India, in 1981 and posted as Assistant Divisional Engineer, Department of Telecommunication. He received his Ph.D. degree from Jadavpur University in the year 2014. Presently, he is working as Chief General Manager (East Zone), Bharat Broadband network Limited (Govt. of India), Kolkata and looking after the execution of BharatNet project in the entire northeast and eastern region of India. He has vast experience in planning, installation and commissioning of Microwave and Fiber optics communication projects. His areas of interest are wireless communication and mobile computing.


K V S Hari, Professor and Chairperson, Department of ECE, Indian Institute of Science Bangalore

K.V.S. HARI (FIEEE) received the B.E., M.Tech and PhD degrees from Osmania University, IIT Delhi, University of California San Diego, respectively. Since 1992, he has been a Faculty Member at the Department of ECE, Indian Institute of Science (IISc), Bangalore, where he is currently a Professor and Chair. Currently, he is also an Affiliated Professor in the School of Electrical Engineering, KTH Royal Institute of Technology, Stockholm, Sweden. He coordinates the activities of the Statistical Signal Processing Lab in the department. His research interests are in developing signal processing algorithms for MIMO wireless communication systems, sparse signal recovery problems, indoor positioning, assistive living technologies and DOA estimation.
 
Prof. Hari has been a visiting faculty member at Stanford University, KTH - Royal Institute of Technology and Helsinki University of Technology (now Aalto Univ). He also worked at DLRL, Hyderabad, and at the Research & Training  unit for Navigational Electronics, Osmania University. During his work at Stanford University, he worked on MIMO wireless channel modeling and is the co-author of the WiMAX (IEEE 802.16) standard on wireless channel models for fixed-broadband wireless communication systems, which proposed the Stanford University Interim (SUI) channel models.
 
Prof. Hari is a Fellow of IEEE and IETE. His IEEE professional activities include: Member, SPS Signal Processing Theory and Methods Technical Committee (2014-present); Associate Member, SPS  Sensor Array and Multichannel Technical Committee (2010-present); Vice Chair, IEEE Bangalore Section (2012, 2013); Chair, SPS Bangalore Chapter (2005, 2011-13); Founding Team Member, Bangalore Chapter (2001); General Chair, 2013 and 2014 IEEE International Conference on Electronics, Computing and Communication Technologies (IEEE CONECCT); Member, Industry Forum and Exhibition Committee, International Conference on Communications (ICC 2013);  Member, IEEE University Programs Ad-hoc Committee (UPC), IEEE Educational Activities Board (IEEE-EAB);  He has received the 2014 Outstanding Volunteer Award from IEEE Bangalore Section. His non-IEEE activities include: Editor, EURASIP‘s Journal on Signal Processing (2006–present) and Senior Associate Editor, Editorial Board of Sadhana-Indian Academy of Science Proceedings in Engineering Sciences (Springer) (2013- present); Academic Entrepreneur and co-founder of the company ESQUBE Communication Solutions, Bangalore; Chair, Expert Group, constituted by the Department of Telecommunications (DOT), Government of India, to study the interference of satellite signals on WiMAX in the 2.5-2.7GHz. This group included members from the DOT, Indian Space Organization, WiMAX Forum, Samsung, Huawei, Intel, WCAI(US), KDDI(Japan) (2009- 2011). The work was important in the context of spectrum auctions in India, (2009-2011); Member, Technical Committee of Asia Pacific Signal and Information Processing Association (APSIPA) (2010-present).

Sudhir Dixit, Basic Internet Foundation and WWRF

Sudhir Dixit is at present driving the development of the Basic Internet service in India and is a member of the Basic Internet Foundation (http://basicinternet.org/). He is also a Vice Chair at Wireless World Research Forum (www.wwrf.ch) for the Americas region and Chair of the Vision Committee of the WWRF. He is a former Distinguished Chief Technologist and CTO at Communications and Media Services (Americas), HP Enterprise Services and is based in Palo Alto, CA, and prior to this he was the Director of HP Labs India. Before joining HP Labs in 2009, Dixit held a joint appointment as a CTO at the Centre for Internet Excellence (www.cie.fi) and a Research Manager at the Centre for Wireless Communications in Oulu, Finland. From 1996 to 2008, he held various positions with leading companies, for example, BlackBerry as Senior Director, Nokia and Nokia Networks in the United States as Senior Research Manager, Nokia Research Fellow, Head of Nokia Research Center (Boston), and Head of Network Technology (USA). From 1987 to 1996, he was at NYNEX Science and Technology and GTE Laboratories (both now Verizon Communications).
From 2010 to 2012, he was an Adjunct Professor of Computer Science at the University of California, Davis, and is now a Docent (Adjunct Professor) of Broadband Mobile Communications for Emerging Economies at the University of Oulu, Finland. A Fellow of the IEEE, IET, and IETE, Dixit received a Ph.D. degree in electronic science and telecommunications from the University of Strathclyde, Glasgow, U.K. and an M.B.A. from the Florida Institute of Technology, Melbourne, Florida.
Dixit has 21 patents granted by the US PTO and has published over 200 papers and edited, co-edited, or authored six books published by Wiley, Artech House and Springer. He is presently on the editorial boards of IEEE Spectrum Magazine, Cambridge University Press Wireless Series and Springer’s Wireless Personal Communications Journal and Central European Journal of Computer Science (CEJS).

Pamela Kumar, Vice President, Cloud Computing Innovation Council of India


Since October 2012 Pamela has been working as the Founding Chair and then the Vice President the CLOUD COMPUTING INNOVATION COUNCIL of India, a not for profit society.  CCICI is an open forum bringing together technology experts across industry, Academia and Government to collaborate and innovate around Cloud Computing Technologies, with the twin objectives of :
enabling rapid deployment of cloud computing in India
as well as accelerating the emergence of the Indian ecosystem as a global leader. 
Pamela did a short stint at HP Enterprise Group R&D Lab in 2014/15. as the Director of the Advanced Systems Engineering Lab involved in development of next generation data center infrastructure.
 
From 2007 to 2013, Pamela held various positions in the IBM India Systems and Technology (STG) Lab. As Director of the Technology & Semiconductor Lab and later the Storage and Networking lab she helped establish globally integrated labs working on cutting edge technology and product development in the areas of nanotechnology, processor & ASIC technologies as well as mid-range and high-end scale-out NAS storage and FCoE networking solutions.
 
From 1999 – 2007 she held various positions at Texas Instruments (TI) India. As Director of Cellular Systems SW she was a key leader in creation of a $2.5 B business around single chip cell phone solution for emerging markets. As General Manager Broadband she lead the PacketCable (voice over cable) solution development to create a $100 Million business.
 
Pamela was the first ever appointee from India in the IEEE Standards Association – Board of Governors, as the Member at large for 2011/12. She also held the position of Chair for IEEE Computer Society and Chapter Coordination & membership development for the IEEE Bangalore Chapter. She holds 3 patents associated with Networking Accelerators.
 
Pamela brings with her an experience of 30+ years in the communications, computers and semiconductor industry. She spent the first 10 years of her career at AT&T, Bell Labs in USA and at C-DOT in Bangalore. Pamela completed her Bachelor of Engineering from Punjab Engineering College in Electronics & Electrical Communication & her Master’s degree in Electrical Engineering from Rutgers University, USA.
